US Cellular Moto G LTE unlocked by default?

http://ift.tt/1Oj70oh This seems to say that all US cellular 4G motorola phones come already unlocked. Is this correct?

I'm looking get a Moto G LTE xt1042 off ebay for use on Tello, who is a sprint MVNO. They say any CDMA unlocked or "sprint-ready" device will work.

It looks the Moto G LTE doesn't support Sprint's LTE bands 25, 26 so I guess I'll only have 3G (?).
