/system partition changes in Nougat without permanent root

Something seems to have changed in Nougat. i do NOT want to be rooted, have booted into TWRP recovery, make changes to build.prop, push it /system in recovery and verify the changes. Now I do a normal boot, but the build.prop changes are no longer there, it is reverted back to the original one? When I boot back into recovery and check /system/build.prop my changed ones exist. .. does someone know how to make this sticky without root? Thanks
