Android Encryption not an option in Security. Thoughts/Solutions? (BLU Studio Energy 4.4.2)

I recently bought a BLU Studio Energy as a travel phone/secondary phone. It is running Android 4.4.2, but it's not entirely stock.



This is where the problem lies. I'm told that usually in Security you have the option to turn on Encryption after you set a pin.
